FARGO, N.D. (AP) _ The Fargo City Commission is moving forward with plans to expand a city ordinance banning panhandling.
Panhandling right now is prohibited only in the downtown area of North Dakota's largest city. Police Chief Keith Ternes (TUR'-nuhs) is recommending that it be more far-reaching.
The City Commission is asking attorneys to draft a revised ordinance that also would ban panhandling in residential areas; near intersections, crosswalks and bus stops; and along roadways or medians that separate traffic.
Panhandler Calvin Norman said that his criminal record prevents him from getting a job, and he needs to panhandle to survive. He and fianc Dee Mindi Thompsen wonder where they will go.
